The Vox Obscura mission will be available once you have completed the Witch Queen Campaign and Week 1 of Operation Elbrus. By completing the quest Kill the Messenger you will unlock the Dead Messenger Exotic Grenade Launcher and you will also get a pinnacle reward by completing the weekly challenge.
